I ran into the same issue with my Canon .CR3 files on Windows 10—Photos just wouldn’t open them. After some trial and error, I found Any2Pic, and it’s been a game-changer! It converts CR3 to JPG in bulk without losing quality, which saved me a ton of hassle.

Upload your CR3 file to a cloud service such as OneDrive or Google Photos. After uploading, the system will automatically generate a preview image in a compatible format. When viewing it in the cloud, directly download the generated JPG format image. Although this method is slow, it can convert in batches and does not require the installation of any CR3 to JPG converter tools.
