Yes. There is no problem for installing Windows 11 o new PC but you have to download the correct driver and enable legacy boot in BIOS. For more details, pls follow this guide:

Windows 7 install on modern hardware is very difficult because most new systems don’t support drivers like USB 3.0, NVMe, and Secure Boot issues also come up. It’s better to use Windows 10 or 11 for stable performance and full hardware compatibility.
