Have a problem getting Windows 11, version 22H2 SDK installed on 22631.2115

Edition Windows 11 Pro
Version 23H2
Installed on ‎25/‎07/‎2023
OS build 22631.2115
Experience Windows Feature Experience Pack 1000.22659.1000.0

Cannot get Windows 11, version 22H2 SDK installed keep getting.

I have a laptop with the same version of windows, and it installs on there OK but VS 2022 then fails to open .dmp file.

So is VS2022 incompatible with 22631.2115?
