Has Microsoft done something to mess up Microsoft accounts in the past week or so?

I am having all kinds of Microsoft account validation issues over the past few days on multiple devices. As an example, just 5 minutes ago, I got a notification saying that there is a problem with my account and it asks me to log back into my Microsoft account. But the moment I try to logon I get this:

On the other machines I had to spend at least an hour each time trying to sort this bologna out, and in the end I actually have no idea what actually resolved it. But the symptoms are a bit different each time.

This stuff has got to get fixed. That error indicates there were "too many requests" but I have not been in front of this machine all day. I literally tried to logon one time and one time only, yet I get this rubbish.
