As you mentioned, the same kernel would be used, but different branches could lead to inconsistent feature sets, which might make it harder for developers to create compatible apps.

Great observation Leroy95, but because theywill share the same WinRT/Win32 API/Kernel, the "modern" branch is basically just a skin for the user interface and a way to provide updates to existing first-party applications. Developers would no longer need to develop two separate versions; instead, they're targeting the same underlying system and end user will select the shell to use based on their individual work style. The goal is to give us a choice, which we do not currently have today.
