Force app to open centered on the screen

There are certain programs that open off to one corner of the screen every time (e.g. Device Manager).
Is there any way to force the program to open centered on the screen?

Google shows some solutions (background programs with hot keys), but none of these work in Windows 11.
Here are two I tried. The first one crashes on load. The second one loads okay, but does not work.

    First open the program, press Win + Up Arrow key to maximize the window, then press Win + Down Arrow key to restore, the window will generally be centered。
