Folder for Windows Input Experience

When I powered up my computer this morning, I noticed a new file in the Downloads folder. The creation timestamp matched the time I woke the PC.

Exciting update: I've identified the file! I'm quite surprised that I had never encountered it before. (It pertains to emoji gifs)
