[FIXED] Can't Restart or Shut down my PC- Windows 10 insider build 18999 Fast Ring

Same issue here, SurfaceBook 2, joined the fast ring on Wednesday and updated to 18999, same issue on every restart.
Please mention it in the feedback hub app too so they'll notice this issue, thanks
