[FIXED] Can't Restart or Shut down my PC- Windows 10 insider build 18999 Fast Ring

    HotCakeX Cumulatvie Update 19002.1002 has been released in the Fast Ring to resolve the restart issue.  We appreciate your patience!

Nope, at first it restarted but no shutdown after...

    Of course, it's caused by the latest update and they need to realize this and make the fix

    This from above: "will try to Enable hibernation and then disable Fast Startup" did not work.

    I enabled reduced hibernation (40%) and Fast Startup was already unchecked. Restart worked, but not the shutdown after; went back to previous build for now...
