[FIXED] Can't Restart or Shut down my PC- Windows 10 insider build 18999 Fast Ring

I just faced this issue recently out of nowhere. I didn't do anything special and it was normal in my day to day usage. Didn't do any special hacks to my settings and all of a sudden I can't restart or shutdown. But if I start the pc and try shutdown/restart when in the login menu, it was able to do so I don't suspect it's hardware issues.
