Feature Request - Always On Top

Have a window option similar to minimize, maximize, or close that is a part of the window UI to allow a window to always remain visible. It is an option for the task manager window and some non-Microsoft applications through application option menus. Why not make it a user-specific option and make it available to users as a UI feature?
