Error downloading 10.0.22581.200 from Windows update download error 0xc1900010d

My system is attempting to load 22H2 (currently I'm at 22000.588).   It gets to about 8% downloaded then fails with Download error - 0xc190010d .  This is a Dell Precision 5560 PC if that matters.

This turned out to be an old setupconfig.ini in the default profile. This was placed there for an earlier Windows 10 feature update.

%systemdrive%\Users\Default\AppData\Local\Microsoft\Windows\WSUS\SetupConfig.ini
