Dev build 23516 taskbar taking a long time to load
Dev build 23516 taskbar taking a long time to load after start up Edit : In the end I went back to build 23511 and have paused updates
Run sfc /scannow command to fix initially.

Also, I highly recommend to report this issue via Feedback hub.
