Control panel & Windows tools does not work in Latest Windows 11 Pro Developer preview

After Updating to the latest Windows 11 pro Insider preview Evaluation copy Build 25193.rs_prerelease 220829-1428 Control panel is not opening and windows tools as well does not open.

    I was having this issue as well. What I discovered is they were opening in the background. I tweaked my video refresh to a lower rate and could see them coming up before they vanished again. What I did next was too revert my driver. Same result as the previous step--until after reboot. Upon reboot the issue was resolved. I reversed the "downgrades" one at a time and the issue has not returned since.
