Combining taskbar icons not working on Windows 11

Question

I am running Windows 11 Home. In the "Settings -&gt; Personalization -&gt; Combine taskbar buttons and hide labels" is set to "Always" but it isn't combining. For example, I expect to see only 1 Chrome icon but instead, see several, one for each session. I connected with a live chat with a Microsoft technician and he wasn't able to resolve this issue. He tried "sfc /scannow" &amp; "DISM /online /cleanup-image /restorehealth" and this didn't help. He suggested that I try the Windows Insider Program.

i also have the same issue, did you resolve it somehow? i am on WIN 11 23H2 update and combine taskbar set to always is not working
