Can't open any urls from shortcuts

After last update, lost ability to open any url shortcut.

First noticed it in Outlook 365.

Clicking any link says :

"Something unexpected went wrong with this url: "http://xxx.xxxxx.com/xxx  The system cannot find the file specified"

 

Click on a Desktop shortcut for web site I get:

"Windows cannot find https://xxx.xxxxx.com Make sure you typed the name correctly then try again.

 

Was OK this am. When I just restarted to install update, this happened.

    What's the exact Insider build this is happening on?
    it seems like the system is not finding the default browser.
    which browser were you using?
