Cannot get past sign in page bc safe mode is enabled
I was having issues withy taskbar and start menu not showing up. I decided to try safe mode to see if it would work there. I selected to boot to safe mode one time. Once to login screen it wants me to reset pin. But then get the error in the attached photos. I'm so frustrated and need it fixed.

A probability with the buffer overrun issue is that it can crash Windows. Moreover, if the issue hampers the booting process of windows, you can try to resolve it with Startup Repair. To do so, force restart your PC three times and enter the Windows Recovery Environment. Then follow:
Select Advanced Startup Options.
Click on Troubleshoot > Advanced options
Select Startup Repair and follow onscreen instructions.

This process may either end repairing your Windows or will show it can’t repair. If you end up with the later one, proceed to reset or reformat your computer. - How did you boot into Safe Mode?
Are you able to exit the Safe Mode?
What if you click on other Sign-in options, does it ask you to login with Password?
