Hello,
I'm having the same issue at the moment. And I'm trying to checking this issue with MS... Meanwhile pls trying to download the ISO with a different network or VPN. It might works for certain cases. 🙂

    Try this link, it finally worked for me after I joined windows Insider. Keep in mind it expires after 24 hours
