Cannot activate Windows Insider Programe in Win 11

Hi, I want to install windows insider porgram, however, when I restart my windows to finish the steps, it still tells me that I require to to restart the pc. After I rrestart again, the interface go back to the original step, asking me to select registered account and I was trapped in the loop. Any solutions here?finish the settings and restartasked me to restart againback to the original step to settings
