I think it's a popular program that used for disable Windows Defender.
I still have the file. I don't think it's a virus. I think it changes my dns or delete some services.
The system scan doesn't work for this.

- The scan says there is no problems in my computer.
I uploaded it, the website says "42 security vendors and 2 sandboxes flagged this file as malicious."- In this case, I advise you to submit the file to Microsoft:
