I think it's a popular program that used for disable Windows Defender.

Try upload it to the following website:
https://www.virustotal.com/gui/home/upload- The scan says there is no problems in my computer.
I uploaded it, the website says "42 security vendors and 2 sandboxes flagged this file as malicious."- In this case, I advise you to submit the file to Microsoft:
