Build 27802 and problems with game launcher applications

Microsoft oficially announced that they working on the fix for a d3d9.dll crash which is causing multiple apps to fail to launch starting with Build 27802 for some Insiders.

In addition to the report - already fixed according to Microsoft's information - I have noticed that even on computers on which the games I described run under the latest Canary versions (example 27813), I notice a significant drop in the number of frames on the NVIDIA 3080 card.
For example, in Elder Scrolls Online I previously had well over 130 frames on the highest graphics settings and artificially reduced it to 60 frames to give relief to the computer's resources (the game always reported 60 frames, regardless of the commotion in the game). Currently, the game image, even with a small movement on the screen, is generated with a number of frames below my artificial barrier (50-55).
Additionally - imho - the cards heats up more.
