Microsoft oficially announced that they working on the fix for a d3d9.dll crash which is causing multiple apps to fail to launch starting with Build 27802 for some Insiders.

This is also the case with my ROG laptop. In China, WeChat, the most frequently used software, can't run on the 27802 system, which indicates that the d3d9.dll file is wrong.
