Blurry text in OS windows

Text is appearing blurry in OS windows , like these. (on a 4k monitor)
This started in version 21286 if I'm not mistaken, and continues until the most recent build.

I don't know if for you the print that I put will display the text with blurry.

    Hi,
    I would suggest you go Settings > Personalization > Fonts > Adjust ClearType text.
    then check whether the ClearType has been turned off, if it is then turn it on to adjust.

    Hi,
    how does your appearance and performance of Windows look like?
    and how about your scaling options in Windows settings?
    which GPU are you using? have you checked out its control panel? Intel/AMD/Nvidia all got one
