bluetooth pair issue

well  i bought a new phone and was not able to connect to my laptop well i thought the issue was in phone (its 2nd hand) but after trying multiple devices i discovered the issue is in windows version 

 

 

 

any ideas 

 

 

it connects to headsets but not android devices any suggestions

    Tell us the OS version and build number... And what's the model of Android device.
