Black pop-up window appears when logging in to Windows account

As it boots, press and hold the Shift key and click Restart (or power off and on three times to trigger WinRE).
Navigate to Troubleshoot > Advanced options > Startup Settings > Restart.
After restart, press 4 to select Enable Safe Mode.
Check if the black window appears in Safe Mode. If not, the issue may relate to startup programs or drivers.
