Anyone else is seeing contents in UWP apps flashing on Dev build 21313 ?

I want to see whether it's just me or anyone else is seeing this too, where contents of UWP apps, such as Xbox app or Feedback hub app flash, elements of apps like texts, pictures etc.

they keep flashing as if they are being refreshed constantly.
