I did this a couple of days ago and it worked nicely on my Windows 11 PC.
Converting HEIC images to PDF directly on Windows 10 or Windows 11 without using third-party HEIC to PDF converter tools can be a bit complicated because Windows does not have built-in tools for this type of conversion. However, you can try it with the tools that Windows already provides:
Use Microsoft Print to PDF
Open HEIC images with the Photos app:
- Right-click the HEIC file and select "Open with" > "Photos" to open the image with the Windows default Photos app.
- Print the image:
- In the Photos app, click the "Print" icon in the upper-right corner, or press Ctrl + P.
- In the print dialog box, select "Microsoft Print to PDF" as the "Printer".
- Determine the print settings, select the output PDF file location and file name, and then click "Print". This will save the HEIC image in PDF format.
