I did this a couple of days ago and it worked nicely on my Windows 11 PC.
If you're not too picky about using a local app. Why not try something eles? Online converters like Converti0 or HEIC to PDF converter can do the trick as well. Just upload your HEIC file, choose PDF as the output format, and download your converted file. Just keep in mind that you might want to be cautious with privacy when uploading files online!
