In my experience, using the Microsoft Photos app is one of the most straightforward methods, especially since it's already part of your Windows setup. But if you're looking for speed, the Adobe Acrobat is hard to beat! If you have a subscription or access to Adobe Acrobat, you can easily convert HEIC to PDF. Open the HEIC file in Acrobat using the "Create PDF" feature, and it's straightforward from there.
