After updating to Windows 23H2 build 22631.2050, no new features are present

Yes. For some reason, the latest Release Preview KB was installed above the Beta KB on your device. This shouldn't be happening (even though there's no block for manual install using DISM), which I believe isn't the case on your scenario, because if it was, you would know.
With the release of https://blogs.windows.com/windows-insider/2023/07/26/announcing-windows-11-insider-preview-build-22621-2115-and-22631-2115/, you should now be brought back to the Beta channel.
Ostrich675 that's because you're on the Release Preview channel, not on Beta and only Beta and Dev branches have these new features.
Beta channel is on 22631.2050, meanwhile the release preview channel, which doesn't have any of the new features from 23H2 yet, is on a higher build number right now, 226x1.2066. The higher number of the Release Preview branch doesn't mean that has more features in it, it just means that it had a new update after the Beta. These updates not always include new features.
You can wait until the new Beta release with a higher build number comes out and then migrate to the Beta channel to get all these new features before the official release, OR just stay on Release Preview channel and wait until Microsoft deploys all these features widely in a few months.

Your explanation does make sense, however I currently am on the Beta channel, or at the very least it is what I set in the Windows Insider Programme settings. At this moment, even the option to switch to the Release Preview channel is not available there and the Beta channel is visibly selected.
Additionally, in the past months, the update logs of new releases for both Beta and Release Preview channels descibe builds 22631 as ones with new features enabled and 22621 as ones with the new features off by default, regardless of the four last digits. Here's an example:
Build 22631.1972 = New features rolling out.
Build 22621.1972 = New features off by default.
