After updating to Windows 10 22H2, the ClipSVC service fails to start.
After upgrading the system to 22H2, attempts to download and install APPX format applications get stuck at 99% progress and fail, displaying the error message “Unable to start the ClipSVC service.” When manually starting the service, the system reports the error “Module not found.” Attempts to use DLL repair tools have been ineffective. Seeking a service repair or alternative installation solution.

Open Command Prompt as Administrator:
Type wsreset.exe and press Enter.
Let it run; it will reset the Store cache and open the Store app.
Try downloading the APPX again.
