Activate Xbox One Dev Mode

Hi, there can anyone help with an error I'm getting when trying to accept the app developer agreement, so i can activate my xbox in dev mode, it is a 500 internal server error on the site: https://partner.microsoft.com/en-us/dashboard/Registration/Agreement - I have already done all of these steps : https://docs.microsoft.com/en-us/windows/uwp/xbox-apps/devkit-activation but keep on getting stuck at step 7 , which just takes me back to : https://partner.microsoft.com/en-us/dashboard/directory - I have also done sfc /scannow and ipconfig / winsock reset , deleted browser cookies , tried different browsers, different networks, but nothing seems to work. There has been a recent name change to Windows & Xbox , but that is about it, seems that there is just no way for me to accept the app developer agreement from the site... Any suggestions?
