21390.1 Integrating/Installing CUs

I am trying to DISM the CUs into a base WIM of 21390.1. This is to test deployment and manual template configuration.

I cannot DISM the CUs. Not any of the three. They all give the same error. I cannot dism them to a mounted WIM, i cannot dism them in WinPE to a offline drive, i cannot dism them in the running OS. The only time the CU successfully installs is using WindowsUpdate.

This is the dism log failure. The install.wim for the build was created from the uup dump site. I am pretty sure that when i tried to build 21390.1010 from UUP dump, it also failed; the installed windows was only 21390.1. i didnt dig into that though.
