I tried everything in this discussion thread and a few others as well. In the end, I did a full reinstall / reset using the cloud image of windows 11, and this has fixed the problem, it was a bit extreme, but I'd only had the install for about 4 months so I didn't loose too much. I imagine it will be a bigger problem for others.
