FYI - You only get the W365 admin blade in intune/endpoint manager with a W365 enterprise license. You do not get this with W365 Business license.

MichaelBrodbeck - thanks for that, I was going out of my mind going around in circles trying to figure this out. It makes sense now, what I am seeing. However, I am finding this bat-sh1t mental on the basis that I want to create a provisioning policy before I deploy a Windows image, to ensure it's created in the right way and the right location, but it looks as though I have to set up a machine before I can create a policy on how the machine should be created. A bit backwards eh? Or am I missing something?
