Wrong keyboard layout at login screen
Today we had high amount of service desk calls about users cannot login to their device due to "wrong" password. It turned out that UK keybaord layout has been set somehow and cannot be switched to ...
We are seeing this again after the may 2023 updates, across windows 10 platforms.
tried the GPO fix mentioned by Joe VanHollebeke , which seems to solve it when a user is logged in, but not for the first login where there is no user.

Have you tried to remove the unwanted keyboard layout from registry?

We had this problem also and we changed a bit the pre-installation, but older workstations had this extra registry which gave us default keyboard layout to en-US.
