Possibly telemetry bug with 1709
Nope Susan,
It is on purpose. If one wants more than Security Updates, it cost you your data at least at minimum, no matter how your managed or not. 1 is minimum, 3 is full or maximum.
This might change now that Myerson is gone??? I don't know????
Of course there is always the manual way via the Catalog.
This is whether you set it in Setting, GPO or Registry.....

For Windows Update for Business policies to be honored, the Diagnostic Data level of the device must be set to 1 (Basic) or higher. If it is set to 0 (Security), Windows Update for Business policies will have no effect. In other documentation I have seen this applied to Pro consumers too.
