Per this response from pmahl in the other conversation I started in the Intune community:
the issue was definitely fixed in 24H2 (W11) and it does not use the Windows update health tools anymore. actually, if you have them installed on 24H2 (W11) it will cause issues. this is not documented.
KB4023057 is only for 23H2 and below.
I would not use expedited updates unless you use it on 24H2 (W11). i have not seen it be reliable on any other OS..
