Built-in Device Compliance Policy > Is Active

In MEM, our computer fleet is receiving Device Compliance's "Built-in Device Compliance Policy" but several machines are considered non-compliant for the setting "Is Active."

Where can I locate the "Is Active" Setting and what is it based off of (ex. Last check-in time or Last Configuration Manager agent check in time)?
