Active Setup Registry keys are removing after upgrading to 1909

Does anyone know why HKLM\SOFTWARE\Microsoft\Active Setup\Installed Components is removed after an upgrade to Windows 10 1909?

Hi Brett_Bowron, can you send me the keys that are not migrated, or possibly send me setup log files? I'd like to investigate further as I believe there were fixes made in 1909.
