Unfortunately the only available one from Microsoft is 1903 (the latest), I also tried to search but couldn't found, I'm not sure if it help but you can run the following command to check the device compatibility, I'm using the same way but with SCCM task sequence in System Center Configuration Manager:
Navigate to Windows 10 1809 source and run the following command:
setup.exe /Auto Upgrade /NoReboot /Compat ScanOnly
