Excel 365 file wont open when clicked

Question

Excel 365 on Win7 machine wont open Excel files at drive locations. It will open if you are in Excel...but not if the Excel file on the drive. The msg is something like "the action cannot be taken for products that are not installed."&nbsp; Well it is installed....I tried the 'Open With' to set the file association but it had no affect.
