OEM-licensed Windows Server virtual machine fails to activate with error 0xC004C008.

We have two "Windows Svr Datacntr 2019" product keys, which returns an error message when activating new virtual machines: "0XC004C008". The issue exists since 1 month.
According to these licenses, an unlimited number of virtual machines can be activated on the assigned host.
Error message after try to activate the product key in CMD: Error: 0xC004C008 The activation server determined that the product key could not be used.
Error message: We can't activate Windows on this device, because the product key was used on another device. If you think, that it was not used on other device, select "Troubleshoot". Error code: 0xC004C008.
