Malignant bug in directX: solo graphics card's LUID is not unique at the same time

This bug was discovered by me while using the directML service. Later, during a community survey, I found that the impact of this bug was significant, with 4 people from a 200 person organization reporting this bug
Using DirectML service software, such as onnxruntime or OpenVino's generative AI software, cannot properly call GPUs. Specifically, there is only one graphics card, but your list of available GPUs shows two identical graphics cards. The graphics card cannot be called correctly and can only be used on the CPU.
