The older machine died, if it had OEM license, then it was tied to the motherboard. The OEM license is not transferable in nature. In this case, you'll need a new license for another machine on which you want to transfer HDD.
In case if older system was on retail license, you just need to reactivate it on newer system when asked. Retail license is transfer-able.
