Unfortunately in this case it's impossible to use wake up on LAN
what I did to solve the problem:
1. formated and reinstall Windows
2. run both following commands:
bcdedit /set {current} recoveryenabled no
bcdedit /set {current} bootstatuspolicy ignoreallfailures
and the problem is solved.

Thank you for sharing, what you did will work but not recommended. May I know why wake-on-LAN is not possible.
