Viva Home cannot be a home because of the wrong template
I'm guessing it's using a "modified template" or some setting that's disabled (which we can't see) and when provisioning a new SharePoint enviroment it doesn't have the check for that.
But adding but when removing it from home-site it can be readded due to it missing some setting. It's not documented so hard to tell, but I would guess it this way as you can't navigate from Viva Connection home to the site as you would normally do
OR it might just be a bug...
I changed it, and now I cannot change it back.
It is also true that any other Communication site I create, can be set as a Home Site.

Why could VivaHome be set initially as a Home Site and now it cannot?

I agree with you 100%, with all theories - bug, mysterious setting.
I will see if I have the time to hunt for the possible mysterious setting. If I find anything, I will share it with you.
