Hi atrain204
I am an independent advisor and investigated this request. I was curious about this issue and contacted Microsoft Support.
You are correct. The files are not stored on OneDrive, Outlook Attachment folder, or searchable from Office.
- The files are stored on your c:\drive - OS (C:).
C:\Users\yourname\AppData\Local\Microsoft\Windows\INetCache\Content.Outlook\G1W8VS17\- The G1W8VS17 folder may be named differently on your computer.
- When you open your file (Word, Excel, or PowerPoint), select File and Info then email attachment location will appear.
- Option 1: Copy and Paste the link below
- Add your computer's username then copy and paste it in the File Explorer.
- C:\Users\yourname\AppData\Local\Microsoft\Windows\INetCache\Content.Outlook\
- Click on the folder or search the filename from here
Option 2: Navigate to the file location manually
- There are couple of steps you must take to unhide the AppData and INetcache folders.
- Navigate to the File Explorer App
- To unhide the App Data Folder
- From the top menu, select View then check Hidden items
- From the top menu, select View then check Hidden items
- To Display the INetCache Folder
- From the top menu, select View, Options, then Change folder and search option
- Next, click on the View tab
- Under Files and Folders, uncheck Hide protected operating system files (Recommended)
- Press Ok
- Important: Once you find your file, I recommend that you repeat these steps and add the check mark since it says, "Recommended."
- Now you can, you follow the path by click on OS (C:) and clicking on the remaining folders for this location path:
C:\Users\yourname\AppData\Local\Microsoft\Windows\INetCache\Content.Outlook\click on the next folder available to you or search the filename from here

I have followed this steps but the folder is not available in the VDI.
Is there any other folder where outlook saved the To-Do list locally for the on-premise user?
