Unable to share Lists between users in same organizatoin

We are unable to share lists between users. I understand that recent changes have put a stop to sharing between personal and work accounts, but it seems the same restrictions are in place for users in the same organization. 

I have tried to open a MS Support case but it was closed without any attention. 

Any suggestions or comments from a MS Rep would be appreciated.

    Sorry for inconvenience caused.

     

    I am Chakresh, representing To Do engineering team at Microsoft. Can you help me with 

    user-id and session-id for both of users, who is the owner of list and user who is trying to join the list.

    User-id and session-id, are available in settings in To Do Apps.
